Next Sunday morning at 8 a.m., a 148,000-square-foot Target opens its doors on I-10 at Texas Heritage Parkway. A Lowe's across the lot has been open for a month. A Sam's Club is going up nearby. The nearly five-acre green space in the middle is where developer NewQuest has signed its restaurant preleases, and the announcement of those preleases gave no opening dates.
This is the 165-acre, roughly $400 million Texas Heritage Marketplace, and the order it opens in tells you how to plan around it. The errand stores arrive first, between this fall and early 2027. The places to sit down and eat come later, and most of them don't have a date yet. If you live in Cane Island, Jordan Ranch, Cross Creek Ranch, Firethorne, Sunterra or Tamarron, you can start moving your shopping runs west now. A dinner reservation there will take longer.
The Hardware Store Came First
Lowe's opened on Friday, Sept. 4, at 981 Heritage Oak Lane. The store is about 95,000 square feet with a 30,000-square-foot garden center. It's open 6 a.m. to 9 p.m. Monday through Saturday and 8 a.m. to 8 p.m. on Sunday. Covering Katy reported the same day that Whataburger was already open on the site, so right now the place to eat is a drive-thru.
The groundwork came just before. On Aug. 10, the City of Katy accepted the water, sewer, drainage and street improvements along Heritage Oak Lane, plus a sanitary-sewer lift station. NewQuest also describes the 6.5-mile Texas Heritage Parkway connection from I-10 to Fulshear as complete. That road is why NewQuest counts Fulshear-side communities like Cross Creek Ranch and Young Ranch in the center's trade area.
October 11 Moves The Weekly Target Run West
Target calls this one its "Katy Heritage" store, and it's the company's fourth in the Katy market. The other three are farther east:
- 23710 Westheimer Parkway
- 22165 FM 529
- 19955 Katy Freeway
The new store is at 29355 Katy Freeway. NewQuest places the marketplace four to five miles west of the area's existing big-box retail. On a Brookshire or Fulshear-side errand run, those miles add up quickly.
This Target is also built to replace more than one stop. It includes a CVS Pharmacy, a Starbucks and Target Optical, and Target says it will carry more fresh produce, meat and dairy than usual. It has covered Drive Up lanes and Order Pickup, and it's open 8 a.m. to 11 p.m. daily. My Neighborhood News reported on Sept. 8 that Target had confirmed the Sunday, Oct. 11 opening, and Target's store page lists hours for that day. We didn't find any announced ribbon-cutting or opening-week event, so expect regular hours from the start.
The Rest Of The Errand Stores Land In Early 2027
After Target, the next openings are big-box and junior-anchor stores. They have targets, though not firm dates. Here's where each name stood as of early October 2026, sorted by how firm its timing is.
| Tenant | Status as of Oct. 2026 | What has been said |
|---|---|---|
| Lowe's | Open | Opened Sept. 4 |
| Whataburger | Open | Reported open by Sept. 4 |
| Target | Date set | Opens Sunday, Oct. 11 |
| Sam's Club | Under construction | NewQuest is targeting January. Sam's Club hasn't announced a date |
| Academy Sports + Outdoors, Burlington, Spec's, Ulta Beauty | Targeted | First-quarter 2027 delivery |
| EoS Fitness | Targeted | About 40,000 sq ft, also first-quarter 2027 |
| Mattress Firm, James Avery, The Kebab Shop | Lease signed | Long-term leases reported by June 8, no dates |
"Delivery" in the Academy-block target means NewQuest handing finished space to the tenants. It isn't a promise that the doors open that quarter. Even so, if those timelines hold, a west Katy household could handle groceries, the pharmacy, hardware, a warehouse-club run, sporting goods and a gym membership at one I-10 exit by spring 2027.
The Restaurants And Green Space Are Still Waiting On Dates
Much of the early news about this center was about the green space. In August 2025, NewQuest announced preleases with Escalante's, Tony C's, Aji Izakaya and Kilwin's around a lawn of nearly five acres. That release gave no opening dates, and the local coverage we reviewed since then hasn't reported any.
The restaurants with paperwork in hand sit on construction schedules:
- Biscuit Belly. A state construction filing reported Aug. 27 puts the interior buildout from Sept. 28, 2026 to Feb. 12, 2027. The filing says that schedule isn't an official opening date.
- Chili's. In May, construction was expected to run from June 2026 to February 2027. That's also a construction estimate, not an opening announcement.
- Olive Garden. NewQuest finalized its ground lease on Feb. 16, 2026, along with Whataburger and Chase Bank.
- P. Terry's. A filing projects construction from January to August 2027, but the leasing brochure Covering Katy cited still lists the burger stand as "in negotiation."
Current leasing materials also show CAVA, Jersey Mike's, Dave's Hot Chicken, Texas Roadhouse and 7 Brew. My Neighborhood News cautions that brochure-listed names may still be proposed or under negotiation. Until a filing, a signed lease or an opening date shows up, those names are possibilities, not plans.
So the sit-down side of the center looks like a 2027 story at the earliest. For the next few months, dinner west of the Grand Parkway still means the restaurants that opened in other parts of Katy this summer. Burger Bodega opened Sept. 19 at 21904 Franz Road, its first location outside Houston. Chama Gaúcha Brazilian Steakhouse opened Sept. 9 at 24205 Bella Katy Drive.
Opening Weekend Overlaps The Rice Harvest Festival
Target's opening falls on the same weekend as the Katy Rice Harvest Festival, which runs Oct. 10–11 at Historic Town Square in downtown Katy. The festival lists more than 100 vendors, food trucks, live music and a carnival. Hours are 10 a.m. to 10 p.m. Saturday and noon to 6 p.m. Sunday. Country group Lonestar plays the festival on Saturday, Oct. 10.
The two schedules fit together well. Saturday belongs to the festival, Lonestar included. On Sunday, Target opens at 8 a.m., four hours before the festival gates reopen at noon. That leaves a morning stop at the new store on I-10 and an afternoon downtown before the festival closes at 6.
If you're starting from Cane Island or Jordan Ranch, the Lowe's garden center opens at 8 a.m. on Sundays too, so you can fit fall planting supplies into the same morning trip.
